Chinese President Xi Jinping and Russian President Vladimir Putin jointly signed and issued here on Tuesday the “Joint Statement of the People’s Republic of China and the Russian Federation on Deepening the Comprehensive Strategic Partnership of Coordination in the New Era” at the Moscow Kremlin.
In the statement, the two sides pointed out that the relations between China and Russia are not of the type of military-political alliance during the Cold War, but rather go beyond such a model of relations between countries, as they enjoy the nature of non-alliance, non-confrontation, and non-targeting of any third party.
They said that different countries have different histories, cultures and national conditions, and have the right to choose their own development path. There is no such thing as a superior “democracy”. The Russian side highly appreciates the global civilization initiative proposed by the Chinese side.
In the statement, the Russian side affirms its adherence to the one-China principle, recognizes Taiwan as an inalienable part of Chinese territory, opposes any form of so-called “Taiwan independence”, and firmly supports China’s measures to protect its sovereignty, territorial integrity and unity.
The two sides agree to strengthen cooperation in law enforcement, such as preventing the “color revolution”, combating the “three forces”, including the “East Turkistan Islamic Movement”, transnational organized crime, economic crimes and drug crimes.
According to the statement, the two sides will build a closer partnership of energy cooperation, support companies from both sides in promoting energy cooperation projects such as oil, gas, coal, electricity and nuclear energy, and promote the implementation of initiatives that will help reduce greenhouse gas emissions including energy use. Low emissions and renewable energy.
They will also jointly safeguard international energy security, including the security of major cross-border infrastructure, and maintain the stability of industrial and supply chains for energy products.
Russia praised the Global Development Initiative and will continue to participate in the work of the Group of Friends of the Initiative.
The statement stated that the two countries call for an objective, impartial and professional investigation into the “Nord Stream” pipeline explosion, adding that they jointly oppose the attempt to politicize the tracing of virus origins.
China and Russia express serious concerns about the consequences and risks of the tripartite security partnership (OSP) and the nuclear-propelled submarine cooperation programs between the United States, Britain and Australia on regional strategic stability.
The two sides strongly urge the “Ocos” members to strictly fulfill their commitments on the non-proliferation of weapons of mass destruction and their means of delivery, and to safeguard peace, stability and development in the region.
They also expressed serious concerns about Japan’s plan to discharge nuclear-contaminated water from the Fukushima nuclear power plant accident into the sea this year, and stressed that Japan should conduct transparent and full consultations with neighboring countries, other stakeholders and relevant international agencies.
The two sides urged Japan to properly handle nuclear-contaminated waters in a scientific, transparent and safe manner, and accept the long-term supervision of the International Atomic Energy Agency and relevant countries, so as to effectively protect the marine environment and the health rights of people of all countries.
In the statement, the two sides also expressed serious concerns about the biological military activities of the United States, both at home and abroad, which seriously threaten other countries and undermine the security of relevant regions. They called on the United States to make this clear and to refrain from carrying out all biological activities that violate the Biological Weapons Convention.
The two sides urge NATO to comply with its obligations as a regional and defense organization, respect the sovereignty, security and interests of other countries and their civilizational, historical and cultural diversity and handle their peaceful development in an objective and fair manner.
They also expressed serious concerns about NATO’s continued strengthening of military security relations with Asia-Pacific countries and undermining regional peace and stability. The two sides oppose the formation of a closed and exclusive collective structure in the region, the practice of bloc politics, and provoking confrontation between the camps.
The statement said that China and Russia express their concerns about the situation on the Korean Peninsula, and urge the US side to respond to the legitimate and reasonable concerns of the DPRK with practical measures and create conditions for the resumption of dialogues.
